A Debate around the Public Tender Procedure. Signing an offer electronically requires a small effort to set up. First  you need to obtain a digital certificate from a certification authority, then install this certificate in compatible software and finally to sign the documents before sending the answer. A bit of time, a bit of money, time for installation, and  some constraints around document formats.

So in March 2016, a French law simplifies all this. The signing of the offer is no longer mandatory, but then disappears the commitment of the candidate. Does the public buyer take the risk? Actually not, he still demands it … and he has the right to ask for it. Nothing changes !

But what if we remove the constraints for the candidate while guaranteeing his commitment? It is  for this real simplification that we work at BIMCHAIN.
